REPowerEU: CientEarth's comments on the proposed amendments to the Recovery and Resilience Facility

ClientEarth submitted comments on the Commission’s proposed amendments to the Recovery and Resilience Facility, which the Commission issued as part of its REPowerEU plan. We raise three significant concerns with the proposal: (1) the lack of any transparency, opportunity for stakeholder participation, or public scrutiny involved in approving fossil fuel projects for financing under the proposal; (2) the preferential waiver of the Do No Significant Harm principle granted exclusively for these same fossil fuel projects, which will also weaken the application of State aid rules; and (3) the lack of any impact assessment or climate assessment for the proposal. We strongly urge the Parliament and Council to remedy these defects (and illegalities) before adopting the proposal into law.
