This FDA Regulation implements the requirement under the 2006 National Forestry Reform Law to establish a fair and transparent procedure for allocating a designated percentage of land rental fees to counties and communities entitled to benefit sharing under Forest Resources Licenses. The Regulation contains provisions on the capitalisation and the governance of the Trust. Amongst other functions, the Board holds in trust, manages, and supervises the land rental fee funds received for the benefit of Affected Communities. The Fund disbursement procedure is also included in the Regulation. Finally, the Regulation ensures transparency and public access to information.
