Regional Operational Centres: A review of the Commission’s proposal and recommendations for improvement

In its ‘Clean Energy for All Europeans’ legislative package, the European Commission proposes to further increase regional cooperation between Transmission System Operators by creating Regional Operational Centres (‘ROCs’). The Commission’s proposal to create ROCs is a step forward in establishing an institutional framework for regional system operation and for optimising the use of interconnectors in the interests of market efficiency.

Read ClientEarth’s and RAP’s recommendations to improve the Commission’s proposal in order to ensure ROCs help to increase economic welfare at both regional and European levels and contribute to a transition to a decarbonised power system at least cost.
