Comments on the draft order creating a capacity market in the Spanish electricity system

Comments on the draft order creating a capacity market in the Spanish electricity system (in Spanish)

ClientEarth and IIDMA (International Institute for Law and the Environment) submitted comments to the draft order creating a capacity market in the Spanish electricity system, recently published by the Ministry of Ecological Transition and Demographic Challenge. The comments emphasize the existence of a clear situation of overcapacity that makes the introduction of a capacity mechanism unnecessary, as well as the non-compliance of the proposed capacity market with European electricity rules and State aid rules.
