"Delegated and Implementing Acts" are the names given to two types of legally binding instrument the European Commission may adopt in order to give effect to EU laws. They often contain important, and sometimes controversial details as to how those laws should work in practice. Recently agreed EU fisheries laws make widespread use of these tools.
