Assessment of existing EU-wide and Member State-specific regulatory and policy frameworks of RES Prosumers (situation in February 2019)

The report, prepared by ClientEarth and FC.ID, as part of the PROSEU project (https://proseu.eu/resources), describes regulatory and policy frameworks that concern the production and self-consumption (i.e. prosumerism) of energy from renewable energy sources in the EU and nine Member States (Belgium/Flanders, Croatia, France, Germany, Italy, Portugal, Spain, Netherlands and United Kingdom/Great Britain). The report reflects the situation as it was in February 2019. It looks at challenges, opportunities and incentives of regulations and policies for renewable prosumerism in place at national and EU level. The findings are presented in the form of country factsheets. This information is crucial for further legal and policy work necessary for improving the situation of prosumers and energy communities in the EU Member States and aligning national laws and policies with recent EU developments.
