ClientEarth's submission to The House of Lords Industry and Regulators Committee’s inquiry into Ofgem and net zero.

This submission addresses the following questions from the Committee’s call for evidence:

  • What role should Ofgem play in the transition to net zero? What changes, if any, should be made to its remit, responsibilities and resources?
  • Are Ofgem’s duties and powers appropriate and sufficiently clearly defined? Do Ofgem’s objectives conflict and, if so, how should any conflicts be managed?

We outline how five legislative reform proposals could position Ofgem for decarbonisation in line with UK climate targets.
