Observations on Poland’s market reform plan

ClientEarth assesses positively the electricity market reforms listed on pages 12-13 of the Polish implementation plan that is subject to the ongoing consultation process1. In our view, compared to the present regulatory situation, the abovementioned changes are for the better. However, the Polish electricity market is highly distorted in many other ways and the list of planned reforms addresses only a part of existing market failures.
