Constitution of the Republic of Liberia – 1984

The Constitution lays the foundations for the legal framework of the Republic of Liberia. All fundamental rules, from citizenship to fundamental rights to land and property ownership, as well as, natural resources management, are included in the Constitution.

Although the Constitution of Liberia does not specifically mention forests as separate natural resources, it does contain provisions relevant to the forest sector. It notably does so in respect to the management of national economy, of which the forest sector is a component, and in relation to private property rights. According to the Constitution:

  • The Republic manages the natural resources so as to ensure maximum feasible participation of Liberian citizens;
  • The principle of participation shall be based on equality so as to advance the general welfare of the Liberian people and the economic development of Liberia;
  • Mineral resources belong to the Republic and shall be used by and for the entire Republic.
