In this complaint to the EU Ombudsman, ClientEarth and BirdLife Europe and Central Asia submit that the manner in which the Commission prepared its legislative proposal amending two regulations of the Common Agricultural Policy (CAP) constitutes maladministration.
In addition, ClientEarth and BirdLife submit that the absence of a final decision on a request to access Member States' CAP Annual Performance Reports constitutes maladministration.
