Thomas joined the Energy Systems team in ClientEarth’s Brussels office in May 2022. He engages in advocacy before EU institutions, helping to ensure that regulatory frameworks are designed to swiftly and justly transition European energy systems to better protect the climate and biosphere. His current work focuses on energy network planning and governance, and energy market regulation.


Thomas’s experience in the field of energy law includes work in the United States, Sub-Saharan Africa, and Europe. After serving as a law clerk in the US federal courts, he practiced primarily regulatory law in the energy, environment, mining and transportation division of Stinson LLP, a large midwestern US law firm. Before joining ClientEarth, Thomas was in-house counsel to a renewable energy developer in Kenya focused on expanding electricity access in rural areas of the subcontinent.


Thomas holds a Master of Laws in Energy and Climate Law from the University of Groningen, a Juris Doctor from the University of Minnesota, and a Bachelor of Arts in Political Science and Environmental Studies from Luther College, all received with honours. He is a member of the Minnesota state bar and is in the process of qualifying as a solicitor in England and Wales.
