Pranab Baruah is the Representative Director (Head) of ClientEarth’s Japan office, overseeing engagement and delivery of Japan-focused activities in corporate climate accountability, climate and energy regulation, green finance, and legal capacity building. He joined in November 2024 and is based in Tokyo.

Experience

Pranab brings over a decade of experience in Japan with fluency in Japanese. With more than 20 years of experience globally in the climate, energy, and sustainability arena, he brings a track record of blending strategic management, intellectual leadership, and diplomacy to advise governments, multilateral institutions, and corporations on net-zero transition management. Most recently, he advised the African Development Bank on climate finance and held several senior roles at the Seoul-headquartered Global Green Growth Institute, providing technical assistance to member states on Paris alignment of public policy and green economy-related planning, investment, and evaluation.

Education

Pranab holds a PhD in engineering (environmental geoinformatics, AI) from Japan and an MBA in Strategic Carbon Management from the UK, along with leading sustainability certifications. His scientific and policy research at the University of Oxford, the University of Tokyo, and Institute for Global Environmental Strategies, Japan have received awards and informed policy-making.

In this critical decade for climate and biodiversity action, ClientEarth’s commitment and expertise in leveraging the power of law and legal advocacy to drive systemic change are crucial in accelerating progress. As a global heavyweight in economy, finance, and innovation, Japan’s ambitious climate and biodiversity actions—both from its corporations and government—carry significant implications beyond its borders, particularly in the Asia-Pacific region. Through this role, I aim to help drive Japan’s leadership in the green transition, to realise a just, low-carbon, and liveable future for the next generations.
