EU strikes political deal on new chemicals transparency law – ClientEarth reacts

After more than two months of trilogue negotiations, Europeans institutions have now adopted the One Substance, One Assessment (OSOA) package. Among other things, the legislation will:

  • Create a ‘one-stop shop’ for accessing chemical data, pulling together data from about 70 pieces of legislation 
  • Facilitate the visibility of independent research on chemical hazards and risks, helping rebalance a system historically dominated by industry-provided data. 
  • Step up regulatory action against chemical risks before irreversible effects occur by putting a focus on early warning signs such as smaller amounts of emissions or exposure events of chemicals that could cause harm.  

ClientEarth legal expert Julian Schenten said: “This is a big step forward to increase public trust in decision-making but as always, implementation will make or break it. The rules are on paper, now authorities, above all the Commission and EU Agencies, must transpose them into easily accessible and impactful tools without delay.

“This long-awaited deal shows that political compromise on chemicals is still possible in 2025. It proves the EU must strengthen – not dismantle – its chemicals policies. This should give EU policymakers the impetus they need to reform the REACH regulation towards stronger protections of public health and the environment.”
