This paper was developed with reference to the latest revision of the EU's Industrial Emissions Directive. It provides an overview of the revision’s context and key contents, with a particular focus on its requirements on synergising pollution control and emission reduction. It then proposes tailored recommendations based on the situation in China. The paper holds that EU practices share many similarities with Chinese approaches to integrating pollution control and emission reduction, and can offer a valuable reference to China in developing relevant frameworks.
