Why negotiations on the CAP and the EU budget are jeopardising the green transition of EU agriculture

This paper retraces recent developments (until October 2020) on the Common Agricultural Policy’s (CAP) budget and related provisions. The analysis shows that the future CAP and recovery package may fail to support more sustainable farming practices. ClientEarth, together with other civil society organisations, is calling on the European Commission to withdraw its legislative proposals for the CAP, unless the co-legislators agree, during inter-institutional negotiations, on key amendments able to strengthen the environmental ambition of the future CAP.
