General Energy Sector Legal Consultant

Consultancy objective: ClientEarth is searching for a Philippine-qualified lawyer who is an expert in energy sector regulation to conduct analysis and prepare, briefs memoranda, and other required research on legal, regulatory and policy issues to accelerate the country’s energy transition.

In the Philippines, we work with government, the private sector and civil society to strengthen energy regulations to hasten renewable energy (RE) development and the energy transition.

Background

The Philippine energy system is currently dominated by fossil fuels, with 12.64GW of coal and 4.05GW of gas capacity, accounting for 75.9% of the country’s total installed capacity.1 A further 1.705GW of coal2 and 5.630GW3 of gas capacities and four new gas terminals with a total capacity of 10 million tonnes per annum (MTPA) are either planned or already under development.4

The Department of Energy (DOE) has announced the Philippine Energy Transition Programme (PETP), which has four components: RE acceleration with a focus on offshore wind (targeting 35% by 2030 and 50% by 2040 RE share in the power generation mix),5 smart and green grid, offshore wind ports and voluntary early coal retirement (in addition to a coal moratorium).6 The country has made headway in strengthening regulatory reform for its energy transition under DOE’s leadership. This includes aa 15-year cap on fossil fuel power supply agreements under the new competitive selection process rules,7 identification of three priority ports for offshore wind development by the DOE and the Philippine Ports Authority,8 and 128 RE projects certified by the Board of Investments as strategic investments with a total capital of Php 3.91 trillion.9 Strengthening existing regulations would further enable sufficient and timely grid upgrade and build out, grid reliability with the entry of more variable RE, phase out of coal-fired power plants and increased RE investment through market signals and de-risking strategies.

A legal expert on the energy industry is being sought to develop policy and regulatory strategies on how the Philippines can further bring forward its energy transition programme while ensuring energy security and affordability in line with its economic, development and climate targets.

Education and training

· Law degree (essential), post graduate degree in energy, environmental or climate field (desirable)

· Significant experience as a Philippine-qualified lawyer (essential) in energy sector regulation in private practice, public service or in an NGO in the Philippines (essential)

· Experience or knowledge of energy regulation and energy transition issues in the Philippines (essential)

· Experience engaging at different levels (national, local) with different groups of stakeholders (civil society organisations, think tanks, government and/or the private sector) (essential)

· Experience or knowledge of climate, air and water pollution, and biodiversity regulation (desirable)

· Good knowledge of corporate governance and financial laws (desirable)

Key Competencies

· Fluent (CEFR level C2) in English and Tagalog or another Philippine language

· Excellent legal research, analysis, writing, advisory and advocacy skills

· Confident working with and analysing complex technical, scientific, political and legal material

· Excellent written and oral communication skills to influence external audiences, adapting communication style to specific audiences such as government, industry and civil society

· Able to grasp new concepts and relevant laws quickly

· An openness to learning and developing new ideas

· Able to work independently and in a team-oriented collaborative manner within a multi-disciplinary, multi-lingual and multicultural environment

· Able to work well from a distance and across different geographies and time zones with cross-cultural sensitivity

· Excellent organisation skills and ability to set priorities and manage multiple tasks and react positively in light of shifting and competing timelines

Key Deliverables

1. Research on and analyse laws, policies, technical reports and other documents on energy (to include electric power and oil and gas), climate, and environmental quality standards;

2. Conduct high-quality research on energy, including energy transition issues;

3. Draft and present legal inputs and advocacy/position papers, in close consultation with ClientEarth staff and other key partners, to contribute to ongoing energy market regulatory reform processes in the Philippines;

4. Work closely and liaise directly with ClientEarth staff and key Philippine and international partners to deliver on joint outputs and strategies to facilitate the Philippines’ transition to sustainable energy systems in accordance with the goals of the Paris Agreement; and

5. Any other tasks as may be reasonably required of this role.

Remuneration

There is a maximum budget of GBP 8,000 (inc. Philippine VAT and all applicable taxes; Consultants shall pay their own Philippine taxes) exclusive of UK VAT. Household Electrification Legal Consultant

Background

In August 2025, President Prabowo Subianto announced an ambitious target for Indonesia to achieve 100% renewable electricity within a decade, alongside a major rural electrification push led by Bahlil Lahadalia to connect thousands of villages and households through programmes such as Listrik Desa and Bantuan Pasang Baru Listrik (BPBL) using both on-grid and off-grid systems. This effort is complemented by the 100 GW Solar PV for Villages Programme, combining distributed and centralized solar with battery storage. However, the initiative could be further strengthened by clear regulatory and financing frameworks to include renewable energy electrification mechanisms.

While MEMR Regulation No. 19/2025 introduces a framework for hybrid renewable systems, its integration with ongoing programmes remains unclear, particularly regarding financing, institutional roles, and long-term operations. At the same time, decreasing public funding and the absence of dedicated budget allocations has resulted to internal financing by PLN, highlighting the urgent need for improved policy alignment, consistent funding, and stronger coordination to ensure effective, equitable, and sustainable rural electrification.

A legal expert on the electricity infrastructure regulation for household electrification in rural areas is being sought to develop research and analyses on how the comprehensive procurement framework and rules could attract and enable renewable energy investment whilst addressing regulatory barriers that could disincentive potential developers in new green projects. 

Education and training
