The 2001 revised rules and regulations governing the hinterland of Liberia provides for a set of rules regarding territorial division, government of provinces, duties of provincial commissioners, their staff, duties of clan and town chiefs, punishment of crimes, proceeds of communal farms and trials by native ordeal among others.
