ClientEarth produced this briefing in response to a European Commission consultation on measures to introduce quality restriction on the use of credits from industrial gas projects. The briefing explains ClientEarth’s legal opinion of the possible actions that the EU could adopt before and from 2013 in terms of measures to restrict the use of certified emission reduction units (CERs) generated from certain types of projects – specifically, the HFC-23 offsetting projects under the Clean Development Mechanism (CDM).
