Establishing strong energy efficiency and savings obligations within the EU, including legally binding targets



The establishment of a binding energy savings target is crucial if the EU is to achieve 20% energy savings by 2020 – one of its flagship climate goals. A 20% energy savings target is the only one of the EU Climate and Energy Package 20-20-20 targets that is not included in legally binding legislation. According to the recent study ‘Energy Savings 2020 – How to triple the impact of energy saving policies in Europe’ by Ecofys and Fraunhofer, meeting the 20% energy savings target by 2020 will require a three-fold increase in the policy impact.

ClientEarth is involved in advocacy work to push forward the EU energy savings binding target and has actively contributed to the above study, released in September 2010, by providing its legal expertise.

We also wrote, together with other organisations, an open letter to the Heads of State when the  European Council discussed the EU 2020 Strategy, calling for the establishment of an EU energy savings target, necessary for achieving the new Europe 2020 objectives
