A country’s legal framework is fundamental to the VPA. The legal landscape of most VPA countries is complex especially in terms of the relationship between statutory and customary legal systems. To achieve both legitimacy and effectiveness, stakeholders engaged in VPA processes must understand a country’s legal framework is more than just its body of statutory laws. This report contextualises the VPA within such legal pluralist environments and provides a toolkit for policymakers, lawyers and civil society organisations who are engaged in the further development and implementation of these agreements.
