Last week, the European Commission published the long-awaited report on the state of the carbon market in 2012. Central to the report was the identification of options to strengthen the Emissions Trading Scheme (ETS). Among the options indicated by the Commission is the termination of the scientifically unfounded treatment of biomass as a zero-emission source of energy - a change long advocated by ClientEarth and other NGOs as a necessary step to bring the ETS in line with reality.

Carbon impacts of bioenergy: An overview of relevant legal frameworks supports the inclusion of biomass in the ETS as a way to close the carbon accounting loopholes in which biomass emissions currently 'disappear'.
